The European Commission, formally the Commission of the European Communities, is the executive body of the European Union (EU) and somewhat similar to the executive branch of United States government. The commission's primary roles are to propose and implement legislation, and to act as guardian of the treaties that provide the legal basis for the EU. The commission also negotiates international trade agreements on behalf of the EU. In January 2002, the commission published "Life Sciences and Biotechnology: A Strategy for Europe," which outlined a strategic vision for life sciences and biotechnology up to 2010 and proposed how to address ethical issues. Governments and public authorities, the European Group on Ethics, industry and professional associations, academics and individuals all contributed to the report.
