Foreign-born scientists and engineers have long played a prominent role in U.S. technological and scientific advancement and are a critical part of the science and engineering labor force. However, longstanding structural flaws in the U.S. visa system and the unintended consequences of security procedures instituted since Sept. 11, 2001, may be causing an increasing number of professionals to forgo coming to the U.S. In this white paper, the American Immigration Law Foundation's Immigration Policy Center analyzes the role of immigrant scientists and engineers within the U.S. economy, and consider the impact of immigration restrictions on U.S. technology development.
